Keep receiving an error message Problem: To file your return, you need the latest payroll updates. I have already downloaded and installed the updates (multiple times) and restarted QuickBooks. The red exclamation flag alerts me that I need click Restart Now to restart QuickBooks and install updates. I have done this multiple times but the same alert is present each time QuickBooks restarts.

Were they able to solve your problem? I am having the same issue and was told that since I am on RightNetworks, that i needed to dump my files to my local machine for troubleshooting or i need to paper file. So basically, I need to have a version available on my local desktop available for troubleshooting these issues or I just need to paper file and forget about eFiling.
This is what i was told to fix the problem.
Please perform these steps in QuickBooks.
1. Go to Help Menu.
2. Select Update QuickBooks Desktop then click on Options tab at the select Yes on the shared download and click on the Mark All button then save.
3. Once done, go to Update Now tab and put a check mark on Reset Update then hit Get Updates button.
