Hi Maria - It does not appear the front-line payroll support staff has been alerted to the issue in their start-of-shift briefing / morning stand-up. Customers are calling in, trying to explain we are experiencing this exact issue and are being told by this forum to call in and "be added to the email list", and being told by support that they have no clue what we are talking about and then start down a multi-hour/multi-day troubleshooting process. I tried to reference the issue number provided above " Payroll set up Error 2023 Code 05396 40000 (INV-97468)" and was told that didn't mean anything to them. Worse yet, they are being encourage to purchase more expensive versions of QB to solve the issue they have not even identified???
What can we do to expedite being added to the "email list" ?????
Is there someone we can DM with our contact info???

Firstly, you don't need to upgrade your QuickBooks to solve the issues you are facing. Upgrading it won't guarantee a solution to the problem. Moreover, we don't have access to your account information within the Community, so we cannot speed up the process.
Upon checking the investigation number you provided, I found that the issue's status is still in progress. Please be assured that our product engineers are working on finding a fix to resolve the problem. We kindly ask for your patience and understanding while they work on this.
I suggest contacting our support team again, providing them with the investigation number, and telling them to add you to the list of affected users. Please be mindful of their support schedules to avoid further inconvenience.

I am having the same problems as everyone else. I am not able to access Payroll Set up to update my tax rates and can not pay employees and pay taxes. I have submitted 5 or so reports and no answers.
This is the error message I get. Anyone else?

Same issue here with QBDT Accountant Plus 2023. Does anyone have word on when this could be fixed?

You might want to tell your salespeople to not lead people to believe that buying new software subscriptions will fix the problem. Yesterday, I spent 5hours on the phone and was led to believe that by buying a license to Enterprise - I had 2024 Desktop Premier with Enhanced Payroll - that it would fix this issue. I had just renewed both of these recently and was none too happy about buying yet another expensive license. So, I spent another $1900+ for the one license that I require, and it fixed exactly nothing. Upon the loading of the new software the agent that was helping me cancelled my subscriptions so there is no way that I can go back. I am supposed to get a partial refund for the payroll section and was told that I would get an email to say this - I have gotten nothing. So, I have very little hope that I will have anything returned to me. Too say the least I am a very unhappy customer at the moment. I am a long term Quickbooks customer and must say that this is not the way to treat customers. DO BETTER QUICKBOOKS!

I am also having the same issue. I talked to my accountant about it, and several other clients of hers are having the same problem. I have reported the issue at least five times. I have upgraded from Pro 2021 to Pro Plus 2024. I have tried all of the BS tech support has suggested. My accountant called yesterday and was basically told that they are working on it, but they didn't know when this was going to be fixed. Seriously, figure it out, do a patch, and make all of our lives a little bit easier. This is not the time for this to be happening! We shouldn't have to contact anyone to be "put on a list". Quickbooks knows this is a problem, and should assume that all customers with desktop versions and payroll are having this problem. Do better Intuit.
Same error here with Accountant's version 2021, 2022, 2023 - tried all things to fix it including using different computers and accessing files from the server and from a local C drive with success. Hoping this is fixed quickly. I read this article to the customer service rep to save some time. He is adding me as an affected user.

Well, except really it is because Intuit clearly didn't test QuickBooks before they released it to make sure that Payroll Setup worked.
Same here too. Joining so QB can see how many people are having this issue and hopefully get notified when there is a solution. Unable to change tax rates, had to run payroll with incorrect taxes. was not listed in the fixes one support person previously posted. Called payroll support, they know about the issue, investigation has been elevated, they will email me when there is a resolution. Nothing can be done in the meantime, no way to access payroll setup otherwise.

I am running QBD pro 2021 and am having the same problem trying to change any payroll liability frequencies or efile my W2's for 2023. I've called twice and they are still saying they are working on the error. Unfortunately this is not helping us when these items need to be completed by January 31, 2024!!!!
We are also having the same error in our office. It's across all of our client files on QuickBooks. We cannot access Payroll Setup in any way, even just to change a payment method or filing method. Did try some of the standard fixes to no avail. This is definitely a QuickBooks problem and waiting for it to get resolved.

Engineers are aware of the issue and it is in the process of being prioritized/investigated. Although this is being actively looked at, we do not have an ETA for resolution at this time.
Well they better figure it out before the month end and people are required to do W-2 and such.
I know...this seems to be a yearly problem with QB.
When they told me I would be placed on the same list, then they had the nerve to try to sell me a "platform" for 50% off for PR and QB subscription.
I asked them if their "platform" was also experiencing these errors, they said NO!!
It sounds very strange that their PR platform is not experiencing these problems!!
The first thing I see, third line down in the XML file in Error Type: Programmers error.
Will there by an update fixing this error?

Here's what I see when I open the report:
Based on posts from employees, the planning commission is meeting to discuss the pros and cons of fixing this. Their recommendation will be passed on to an investigative committee, which will eventually assign figuring out what is actually wrong to a junior engineer, along with other issues on his plate. He'll then meet with his boss at their weekly meeting to determine if a fix is feasible in the time allotted by the planning commission. Then they'll schedule the work to be done before the next release window. Then the junior engineer will fiddle around and miss the date, complaining about how it's complicated and he's not sure what to do. Then he'll be coached. Then they'll shoot for the next release window. Then the engineer will check in his fix, but that will break QuickBooks and so, he will revert the change. But by then he'll be working on something more important, so this will be put on the back burner for the next release window.
Or, to to it another way, as reps here write, "Rest assured, product development is working diligently on a fix, which we will deliver as soon as is humanly possible. Fixing this issue is the most important thing in our lives right now. The whole team is working on this."
I'm having the same issue. I've actually been having a version of this for months: I've been unable to open Payroll Setup - getting this same error every time. I used to be able to open the features I needed, however, by clicking on "Manage Payment Methods" but now that gets the same error.
I hesitate to speculate but it seems as if Intuit is trying to make it harder and harder for users of Quickbooks Desktop and trying to force the Online product by not maintaining Desktop.
