I'm not required to file tax forms for the state in question so I will not be getting the EIN from that state, yet I do need to be able to submit the W-2 having the state in my account.
I had the same situation last year and I was able to submit the filing.
I'm not required to submit tax forms for the state in question as I'm paying and filing taxes already with my primary state, state the business is located in. So I will not be getting EIN number from another state, yet I need to be able to file W-2.

The "We can't send this filing yet" message referenced in startajewelry-il's post is advising that your filing can't be sent until the New Jersey (NJ) Employer Registration Number has been entered and any state EINs updated if necessary.
You can check your state government's website(s), or get in touch with them directly, to look further into what criteria would make a business eligible to not need an EIN from a particular state, while being able to still file W-2s for these employees.
If you need assistance in confirming whether or not your business is eligible for specific things, I'd recommend working with a tax professional. In the event you continue receive a message stating that you need to enter a NJ Employer Registration Number and to update state EINs or edit State EIN Requirement Settings, but you've confirmed that you don't need this for your business, you'll want to get in touch with our Customer Care team. Has this issue been fixed? I'm having the same issue. I've spoken with 4 different QBO agents about this, and no one has solved the issue; they hang up or disappear from the chat because they can't find a solution.

Currently, when filing a W-2s form a pop-up appears stating a message shows up with an action the customer needs to take and a link to click"When clicked, the link takes them to a page with the error "We're sorry, we can't find the page you requested". I recommend contacting our live support to add your account to the affected users list. Just provide your updated email address, and the investigation number, INV-97858, to be notified through email.

Additionally, If you need to print W-2s if you send paper copies to your employees, for your records, or a W-3 to send to your accountant: Print your W-2 and W-3 forms.

I'm not sure if something changed because enough people brought this issue up, or if I just got lucky with the right online chat agent, but I raised this issue today and they were able to do something on the back end to get it resolved and I successfully filed my W2s. I referenced the response in this thread from the Quickbooks team (pasted below for reference) and I'm not sure if they were able to look at the ticket number and see a solution or what. I hope everyone who is struggling with this can get it resolved - I have no idea what changed this year!
