We received an update from Product Engineers that this issue has been closed and resolved. Since the issue persists after logging out and back again, it's possible that the link you're using was already expired. If that's the case, try using this URL when signing in your account instead: https://selfemployed.intuit.com/login#/contractor/clients.
Once logged in, try to access 1099 again to double-check. If it works, bookmark this page for future use.
