There are reasons why your payroll account will be locked out. These are due to the following:
In your case, an incorrect PIN entered many times is one of the main reasons why you're getting Message Code 1000.
To resolve this, I recommend filling out a PIN replacement request if you've forgotten your PIN (for QBDT Basic, Standard and Enhanced Payroll). And ensure to complete the form. Once done, fax it to the phone number on the form to receive a new PIN.
