I have assisted payroll and have always sent in any tax rate notices to '[email address removed]' however, trying to do that now, it is getting rejected - is there a new email to send the notice to?

Thanks for visiting the Community. I'd be glad to share a few details about sending tax rate notice to Intuit.
Generally, you can send the tax notices to us in any of these email addresses: taxnoticeresolution@intuit.com or taxnotice@intuit.com. Once the notice has been indexed to our work queue, you'll receive a system generated confirmation from tax_do_not_reply@intuit.com.
You also have the option to mail the notice to us. Here are the details you can use:

Unfortunately my message was mangled by the email address filter. You list two email addresses in your response. What I am trying to say is that the first email address in your post works, the second one does not work, it sends back a message that says: "The response from the remote server was:
550 #5.1.0 Address rejected."

This can happen if the sender's email address, IP address, or email service provider is being blocked. However, I have confirmed that taxnotice@intuit.com is no longer a working email.
You’ll have to email the federal or state notice to taxnoticeresolution@intuit.com. After sending it, a tax specialist will mail you a letter confirming the required resolution.

I tried to send a notice to that email account, but never received a confirmation as described.
This was eleven days ago. When I called QuickBooks support a week ago I was told that work on the tax notice resolution was "pending," but now I'm on yet another call just trying to find a way to check on the status of my submission.
Is there no case number assigned to such submissions? If the system doesn't work, or if there's a bug, then is there no other way to check that the documents were received?

In order to receive a confirmation as described from sending a state tax notice, you'll need to make sure that you're sending it to the right email which is Taxnoticeresolution@intuit.com. And, this email goes directly to the Tax notice team and will email you confirming the required resolution. Occasionally, cases may take longer due to agency delays or other factors.
You should receive a confirmation receipt within 3-5 business days. However, if you didn't receive a confirmation within that specific day, I suggest making sure that you're using/your Efile is active. This is to ensure you're able to get the notice of your submission about filing and paying taxes. To check the status of the electronic services enrollment, you can go to the Help icon and contact our QuickBooks Payroll Team. They have the tools to verify the standing of your Efile services.

Why would I not receive a simple "email received" confirmation immediately? Literally every other tax/financial software service I've used does this: one email to confirm I submitted something, then another email later once something has happened.
After another 45+ minutes on a call, the problem was (apparently) that "e-services" weren't turned on. Maybe that's the same as e-file? This despite the fact that I signed up for Automatic payment, followed every step, etc. Three customer support service calls in a row didn't identify any such problem.
Tax payments were shown as "Automatic." There's was no notification or warning anywhere indicating that some other service (e-file? e-services?) wasn't turned on.
I'm a software developer. I've designed many user interfaces. I remain baffled by how hard it is to find information in QuickBooks, and how many things can go wrong without notification or warning.
I have tried to send the notice to both of those address and they fail each time. I need this resolved now!

I am beyond frustrated - I have unresolved unemployment tax issues from 2019 and no one has responded to me. Now I am having the same issue in 2022 and no one can help. I have set 20 hours on phone calls getting the run around and cant even speak to a manage and supervisor. Very unprofessional and disappointing.
