This falls into our lists of -6000 errors when opening a QuickBooks company file. This could be caused by a corrupted configuration files that QuickBooks use when accessing your network, firewall that blocks network access, etc.
Please be sure to update your QuickBooks Desktop, and run the QuickBooks File Doctor. However, if the same thing happens, you’ll want to perform the steps stated in the Resolve Error -6000 article.

This can be the reason why you're unable to open QuickBooks 2016 on the QuickBooks 2019 version.

we lost our company files while upgrade to 2021 quickbooks enterprise.
We didn't take local backup before upgrading so how we restore our company files.
