I do not see where I can select paycheck list. after selecting "run payroll", my options are annually or weekly with no options to print pay stubs

You don't need to select the Run Payroll option to print the paystubs, go to the Paycheck List instead. Here's how:

You can reprint pay stubs in QuickBooks Desktop (QBDT) either from the File menu or from the paycheck itself. Let me show you how.

This still works even though now, in 2021, Workers (on the left side) is now "Payroll"
I already ran payroll and forgot to click download pay stubs. How can I download them? Any instructions I've found is to print them.

The same goes when printing your pay stubs, you'll have to visit the Paycheck list page so you can download them. You can either utilize the Export to Excel or Print option to get the data you need. To do this, here's how:
