I am using QuickBooks Desktop Premier 2017. Since recently my copy of the software is unable to download the foreign exchange rates. The message that is popping up says that I need to check the Internet connection and try again.
The computer is connected to Internet and I am able to access other online features. This problem is occurring in two different remote locations and computers. The time zone and the clock are correct. This has never happened before and everything was working properly so far.

Good job for doing the troubleshooting step Fiat Lux - ASIA provided. We have a few more steps to do to fix the error.
First, let's set Internet Explorer as the default browser. This way, all updates or fixes will be installed correctly. Here's how:
Next, let's turn off the firewall since it blocks internet access for specific QuickBooks programs or files.
Lastly, let's repair the QuickBooks. This fixes program-related issues or errors. Before doing so, let's create a backup copy of your file to avoid data loss. Once done, here's how to repair the program:
After doing the steps, download the exchange rate again.

Internet explorer has been set as default browser but that did not solve the issue.
I will do the repair although I believe that it will not solve the matter because QuickBooks was completely uninstalled and reinstalled before I posted here. So it is brand new installation that can not download the rate as well.
A colleague of mine in the Americas region informed me that the same version of the software works fine but in Europe and Asia it seems that we have a problem.
Could it be that this is some region specific limit of the exchange rates server?
I forgot to mention that turning off Windows Firewall/Antivirus does not help.

We noticed this issue. Some users said this service only applicable if you set USD as the home currency.
In our case USD is set as home currency. What is interesting is that some colleagues can download the rate and some don't depending on where they are located.

You should be able to download the rate regardless where you’re located. There are features in QuickBooks Desktop that you can only perform in a single or multi-user mode.
If you’re currently in a multi-user mode, try to download the rate in a single-user mode.

The problem was automatic update turned off. As soon as QuickBooks 2017 updated, the exchange rate downloads again.
