After drilling down into this, Our number of targets is 445,878. Is Condensing the best/only way of lowering this number? Our company file is on a network share. Can the condense be run as it is?

Yes, Condense Data utility will reduce your file’s overall size and still keep all your data and details. It also helps to minimize the risk of data damage. Thus, this process is irreversible, you may need to create a backup copy of your file before condensing.
Additionally, If you're using your company file through a network, you need to run the Condensed Data Utility on the computer where it is stored. If on the server you'll need to copy the data in your PC and switch to single user mode. Once finished, copy the data on the server.
