Since you've already tried the necessary browser troubleshooting, I recommend you proceed with having another user perform the process. If there's another admin or accountant added to the account, have them e-file the form on your behalf.
This way, we can check if the issue is system-related. If the problem persists, you can contact our QuickBooks Support Team to investigate the cause of the error.

Creating a new user worked and I was able to submit the 1099s.
Obvious follow-up question. What is wrong with the main ID that I have been using for several years and how do I fix it?

I glad to know that you're able to submit your 1099s.
In regard to the cause of the error, it's best to contact our Support team, so they can check it on their end. They have the tools to check user information. Here, I can only see what you see in the Community, and I'm unable to ask for your company details for security reasons since this is a public forum,

I kept getting the error as well. But I found a solution.
I usually login to Quickbooks Online with my Google ID. But when I logged in with my email and password instead I didn't get the error and I was able to file my 1099s with no problem.
You have clicked a link to a site outside of the QuickBooks or ProFile Communities. By clicking "Continue", you will leave the community and be taken to that site instead.
