Welcome to the Community, alexalex.

Thanks for using the 1099 E-File Service in QuickBooks Online (QBO).

The 1096 forms isn't required by the IRS when you e-file the 1099 forms. That is one less piece of paper. Check out this link for the 1099 FAQS: File 1099 Online.

With regards to your second question, Massachusetts is one of the states that support the Combined Federal and State Filing (CF/SF) Program. This means that IRS will forward the electronically filed 1099 forms to Massachusetts. Therefore, separate reporting to your state is no longer required.

That information should get you on the right track. Please reach out to me if there is anything else I can help you with. I'll always be here to assist you. Have a good day.

Hi there, @tracy_h.

You'll want to get a form W-8BEN from IRS and signed by your foreign vendor. Signing the form W-8BEN certified that the foreign vendor is not a U.S. citizen.

Thus, form 1099 and withholding are no longer required for a foreign vendor.

You can get the form W-8BEN from the IRS.

You can always visit our Employees and payroll taxes page for reference on managing your employees.

But what if they are a US citizen, living abroad?

Hi joyhardi!

Thank you for joining the conversation. If a US citizen living abroad is earning income from a US source that is not covered by a regular salary or wages, they may be required to file a Form 1099-MISC. However, they may be eligible for certain exclusions or deductions, such as the foreign earned income exclusion or the foreign tax credit, that can help reduce their overall tax liability.

I highly recommend consulting a tax professional or the IRS for specific guidance. If you need to file, you can also ask which address you should use on the form, especially for those freelancers that don't have a permanent address abroad. However, please keep in mind that QBO only supports the US address format. So you may look for other options for filing in that case.

Is this still true for 2023? The linked article is no longer available.

I see that you wanted to know if the said statement is true, Michelle01748.

In QuickBooks Online (QBO), being able to file the Combined Federal State Filing is currently unavailable. However, you can use the services in QBO to file it electronically which is the 1099 E-file services. Using this feature, you can file your 1099-MISC and 1099-NEC filings.
