I can see that the product you're using is the cloud-based version of our financial software. A direct setting to allow access to a specific address for your QBO account is unavailable.
You can follow the suggestion of our support to reach out to your IT for further assistance. This way, they can perform the necessary actions regarding the access on your behalf.
Aside from controlling the IP addresses, you can also manage the account access of the users. Providing the correct permissions also controls the sharing of financial data in QuickBooks.

Does other QuickBooks software (pro I believe) give me this setting? And are there any options to force employees to have 2 factor on by default?

Which similar programs do you mean? Are they cloud based apps?
You mentioned location based restriction. How do I enable this? Who can I talk to to have this activate.

QuickBooks Online (QBO) is a cloud-based software that simplifies and streamlines the accounting, tracking, and reporting and for the most part, guarantees that the process of managing your company finances will be much easier.
Since QBO is a cloud-based, it doesn't have a built-in feature to check the IP addresses of user activity or log activity and doesn't support location-based restrictions. You can coordinate with your IT support for further guidance.
In the meantime, you can use a third-party application to take control of the restriction. Again, reach out to your IT since they are more knowledgeable in the technicality in terms of computer systems.
