Our engineers have found the cause and the solution to this error, wbhatti19.
The error is triggered by a damaged ECML file. This holds the license and product numbers of the program. Deleting it and re-entering these numbers will resolve the issue.
First, you'll want to end the task for the QBW32.exe window in the task manager. Second, delete the ECML file using the steps in this article: Delete the Damaged EntitlementDataStore.ecml File to Resolve License and Registration Issues. After deleting it, you can register the program again.

At this point, let's re-install your QuickBooks using the Clean Install tool. This process will rename and recreate all existing QuickBooks installation folders to start fresh. Renaming the folders will not affect the data of your company files, just the program.

I can help you fix the issue when opening your company file, JAMM2IT2021.
There are possible reasons why the error prompts when trying to open your company file such as damaged Windows operating system program files, or QuickBooks Desktop installation is corrupted. If you haven't tried performing the steps provided by my colleague JessT, you can give it a try.
If the same thing happens, I'd suggest updating our QuickBooks to the latest release version, and follow the steps under the (Alternative) Get updates from the internet section. Updates will make minor changes in the data file for compatibility.
