I can see that this seems to work fine for a couple of years in viewing the previous 1099s under the Clients' tab, @wickstrome.
Let me help you view 1099s as what you do yearly.
For QuickBooks Self-Employed, you'll have to sign in using this URL: https://selfemployed.intuit.com/login for you to view the account normally and view 1099s. This will help you avoid creating a new account moving forward.

I think this is incorrect since I received notice that my 1099 is ready to be viewed. I don't need to will out a W9.
The docs you linked state I need to get an invite from my client to fill out a W9. W9 has already been filled out. I received a notice email from QB that my 1099 is ready to be downloaded. I'm not sure what else I'm supposed to do here.

This is the process:
my suspicion is something is broken on intuit's side. i shouldn't be served an error form stating that an account can't be created since there is no account to create. i already have an account.
possibly unrelated, but in turbo tax, i get notification that it wants information since it says i am a member of the clergy. at no point did i select that i was clergy and i have double checked several times. there are similar posts on reddit about that issue.
i think this might be another problem that was missed by Intuit's QA team.
how do i fix this? i need to get my 1099 electronically so i can file my taxes.

I've checked and there isn't a report about the error you're getting when accessing your existing QuickBooks Self-Employed (QBSE) account.
Let's perform some troubleshooting steps to isolate and get rid of the error. You can start by opening the link on your email through a private browser and perform the task there.
If that works, you can go back to the regular browse and clear its history. Follow the steps for your browser.
After that, make sure to restart your browser for changes to take effect. Then, accept again the invitation by clicking the link on your email.
If the same issue persists, I recommend contacting our QBSE Live Team. That way, they can check if there's an issue with your existing Intuit account.
Here's how:
Type or say “Talk to a human.”
Choose Message an agent (Live chat), Call an agent, or Get a callback.
Keep in mind, some options are only available at certain times.

If you still can't access your QBSE account, you can ask your employer to send a copy of your 1099 via email.
