All of a sudden when receiving payments in QB Desktop the bottom of the receive payments screen is cut off. We enter notes in the memo section and only part of that is showing. Also the Save & Close, Save & New and Clear buttons are cut off. To access those I need to now maximize the window. No changes have been made to the computer itself including any display settings. Everything else is fine.

If you have a newer high-resolution monitor, you'll need to change your default settings in QuickBooks.
Here's how:
Once done, open QuickBooks and look for display issues. If everything looks good, you're good to go.
However, if the issue persists, move on to Step 2 in this article: Fix screen issues in QuickBooks Desktop. After following Step 2, close and reopen QuickBooks and your company file. Check around for display issues. If you still see them, move on to Step 3.

Nothing has changed with any settings in the computer or in QB. This just randomly started happening. All other windows and displays in the computer are fine. I'm hesitant to start messing with settings as I don't want to mess anything else up.
I did try all those suggestions and the issue remains.

@GWPlumbing Looking at your screenshot, it looks like somebody manually resized the Receive Payments window above the maximum size of your computer monitor. That, or QB bugged up and changed the window size itself.
If either of those are the case, fixing it should be as easy as clicking on the blue bar titled Receive Payments, holding the click, and dragging it down a bit. From there, you can resize the window back to its proper scale and see all of its boxes, including your memo field and assorted buttons.
Nope, doesn't work. Our IT guy even remoted in and couldn't do anything about it.
@GWPlumbing That's unfortunate. Unless your file has become corrupted somehow, I've got nothing. If that's the case, maybe the file doctor and such would work, maybe they won't.
You can test that fairly easily if you have a second QuickBooks file to open, even if it's just a dummy file.
