I don’t see a drop-down. Only user is admin (which is fine for me ) I tried to make another user and still don’t get a drop-down for challenge question

I've replicated your scenario here on my end and wasn't routed to a Challenge Question too because I've already set a password. Since you haven't set one but you're unable to see a Challenge Question still, we can consider utilizing your workaround which is adding a new user.
Since we're adding a new user, we won't be expecting a Challenge Question anymore as long as we've set up a password. Once done, you can now proceed and export your receipts from Epson Scanner to QuickBooks Desktop.
