Then, go back to the Pay Bills window. From there, go to the Preferences and toggle it back to Multiple Windows.

That means it's open but out of view / pushed off the edge of the visible QuickBooks desktop.
To reset the size and position of the window to the default, first close all windows (pick Window | Close all from the QB Menu), then while holding down the Shift key pick Pay Bills from the Vendors menu.
I tried this and no luck.
Not sure why.

Once done, run Quick Fix my File.
