My client tried to sign up for QuickBooks bill pay after receiving an email offering three levels of the service. She received this message back: "We reviewed your info and QuickBooks Bill Pay isn't available for your business. This may change in the future." What does this mean? Why would she receive the advertisement email if she can't sign up for the service?
Is the company not located in the US?

If your client is located in the US, ask them to signup for a Melio account for free to isolate the problem. Then ask them to pay any bills totaling $200 or more. If all bill payments are successful, they should be eligible to enroll in QB BillPay.
