QuickBooks Payments is an active service supported by Intuit. Don't worry, I have a couple of suggestions that we can try to rule out this problem, so you can sign up successfully. Have you tried this in a private window?
Unexpected issues in QuickBooks are sometimes affected by the amount of data stored in the cache. This is because a regular browser will constantly overwrite itself and will not remove history unless done manually.
Private browsing will not save any history, so it's a great place to identify issues in the browser. Use these keyboard shortcuts to launch a new private window:

If it works, clear the cache to resolve browser issues in QBO. You can also use a different browser and see if the issue persists there.
You can also sign up directly on the QuickBooks Payments website. Then connect it to your QBO account in the account settings. Use the Connect button as illustrated below:

I do log in and then go to that link, still get that message. See attached.

I opened a different type of browser to ensure it wasn't cache related.
Went through the steps you described, which directed me back to my QuickBooks account. Went into settings, there is still no Payments tab on the left.

I have gone through your steps. The first time tried this in a different type of browser, which took me back to my account, but when I went into settings there was no Payments link, see attached.
The second time I went straight to sign up through the "I already have Quickbooks" link, which took me AGAIN to the 404 error page.
