When you issued 1099 forms to your contractors, they have to access their free QuickBooks Self-Employed account to view and download it. You can let them perform the following troubleshooting steps.
Let's start by letting them accessed their account using a private browser or an incognito browser. You can use either of these keyboard shortcuts:
Also, make sure that they the correct login login link or URL. You can share this with them: https://selfemployed.intuit.com/login#/contractor/clients.
Once logged in, go to the Clients menu. They'd see the list of client who sent them their 1099 forms. Their 1099s are automatically posted in the Tax form tab.
However, if they're unable to continue while trying to create their login credentials for the free QuickBooks Self-Employed account, this is a reported ongoing issue.
Our Product Engineers are working on an investigation to determine the root cause of the issue. In the meantime, I'd recommend letting them contact our Customer Care Team so they'd be added to the affected users' list. Just let them provide their full name, updated email address, and this investigation number: INV-53814.

That link takes me to a page that asks me to "choose the option that's best for you" with no way to get to anything like support or help.
I can not get my 1099's

To start, have you received an email from your employer to fill out your W-9? If yes, you're able to view your 1099-Misc form on the account you created or used when entering your W-9 information.
Once your employer or client submits your 1099-Misc to the IRS, you'll receive an email message that it's ready for download. Thus, I recommend checking your email. Then, click on the email to sign in to QuickBooks Self-Employed and enter the login credentials you used when entering W-9 information.

Thanks for your reply and I'm sorry I was not clearer. I have the emails for my 1099's but I can not download them. I have gotten that error message that was posted in the previous answer regarding a problem on your end that you're working on. Any idea when that problem will be resolved?
I tried the various options in the previous post and have not gotten anywhere. It is really pretty frustrating since I feel like I'm going in circles. Thanks.

As mentioned by @ MirriamM, once your employer or client submits your 1099-Misc to the IRS, you'll have an option to download and access the form once you'll receive the email. You can follow the steps provided above to successfully download the form.
On the other hand, if you're referring to the issue mentioned by @IamjuViel that you're unable to continue when trying to create your QuickBooks Self-Employed login credential, this has already been a reported issue and our engineers are working to get this fixed as soon as possible.
However, if you still can't download the form, I recommend contacting our support team to investigate this further. They have the tools to pull up your account in a secure environment.

What if the answer is IF NO.
I created all my contractors W-9 in QBO as they were not very timely in getting them input. Since they did not get the initial email to set up an account how do they access their 1099. When they click on the link in the 1099 email it wants them to sign up for a 30 day free trial, not a free account to view the docs.

In QuickBooks, the easiest way for your contractors to get their 1099 is to invite them and let them enter their W-9 from there. If they have an existing account with QuickBooks Self-Employed (QBSE), they can use it. Otherwise, they have to create one in a limited time.
After you submit their 1099 to the IRS, they will get an email when it's ready for download. Here's how they can access and view their 1099 MISC:

Our contractor complained about the requirement of setting up QB acct in order to view/download their 1099. Is there a way to opt out creating an QB acct? They should not be obligated to create an QB account if they choose not to. They should have the right to access their 1099 regardless. How do recipient access 1099 without an QB account?

If your contractor wishes to receive the 1099 electronically through QuickBooks Online (QBO) it would require creating an Intuit log in to view this data. However, you do have the option to print and mail the 1099 to your contractor. I've included some steps to print them below.
