After I go to "Payroll Settings" I do not get the screen that you show. How do I get to Preferences?

Master admin, company admin, and all access users are the only people who can get into the payroll settings. You can learn more about the different user types and access levels in this article.
If you don't have access, let the admin change your user type. Here's how:

Although, if you have the appropriate access, this unexpected behavior can be caused by too much cache. We have a different set of steps to resolve this.
Let's start with accessing QuickBooks Online using an incognito/private browser. This is the best spot to isolate web issues. You can refer to these shortcut keys:
If you're able to change the payroll settings, let's go back to the main browser, then clear the cache. Too much of it affects our system's behavior. Thus, we require our users to clear them periodically.
On the other hand, you can use a different browser like Google Chrome or Mozilla Firefox.

I also do not see the same screen. I am using Quickbooks Online and I am a Master Admin. I have changed the company address but I cannot change the address that shows up on paychecks that I print.

The steps provided by JenoP should allow you to change the company address, while the troubleshooting provided by Kristine Mae can get rid cache-related issues. If both steps don't work, I'd recommend contacting our Payroll Support Team. They can review your account and provide you further steps to update the company address. I've had this issue with 3 QBO companies. I had to reach out to customer service. No matter how many areas in the program you change the address, it will not show up in the stubs or the tax forms. Fortunately they were able to fix it via chat.
