Making a class inactive - why do some reduce usage but others do not?

I am trying to get rid of some classes by making them inactive but for some classes QBO says, 

"Make inactive (won't reduce usage" but for others, it does reduce usage?  What's going on?  Why do some not reduce usage?

I selected one of the classes that does not reduce usage and checked the audit log to see if it was imported.  It was not imported.  There is no easy way to find the record where it was created because of the extremely limited ability to filter the audit log, but it was definitely not added as part of the original conversion from the desktop version.

Since you didn't import those classes, I recommend contacting our Customer Care Team. This way, they'll be able to check further the root cause of the issue why it won't reduce usage when making inactive

Can you share with me the type of subscription you're using in QuickBooks? Each feature offered in the program varies by subscription. 

 

If you're using QuickBooks Online Plus, making a class inactive will reduce your usage limits. You can create up to 40 classes and locations under this subscription. 

 

If you're using the Advanced version in QuickBooks, you can create as many classes as you want. Thus, making them inactive won't affect or reduce your usage.

We are on the plan with a limit of 40 classes.   Some classes do reduce usage when inactivated,  others do not.
