Sales & AR: Full Access
Purchases & AP: Full Access
Checking and Credit Cards: Full Access
Inventory: Full Access
Payroll & Employees: No Access (We don't do payroll in QB)
Sensitive Accounting Activities: Full Access
Sensitive Financial Reporting: No Access
He is responsible for AP, which includes all Expenses, but he can't look at any expense accounts. He is responsible for inventory, but can't run a report on the Inventory GL account.
He can double click on an Other Current Asset Account and see all the numbers and reconcile it, but can't run a report on it.
In order for him to do his job, we need to give him "Sensitive Reports" permissions, which also gives him access to the P&L and Balance sheet, which are non of his business.
How do we give him access to do his job? The permissions he already has should work.

He already has full permissions for Inventory and A/P, and these accounts are clearly part of Inventory and A/P, so he should already have access to these accounts. There is nothing that is "Sensitive Financial" information in these accounts. Was QuickBooks intentionally configured this way, or is this a failure to properly apply permissions?

It might be that the user has full access to the Inventory. That’s why he can’t access the account.
As mention by my colleague that you’ll have to give access to Sensitive Financial Reporting to be able to access that account and run a report.

Are you suggesting we reduce his access to inventory to get him access to the inventory GL account?

Let me give additional insights about managing user permissions in the QuickBooks Premier version, @Too Much Trouble.
When allowing users to have access to inventory reports, these only include:
It won't allow users to run reports under the Chart of Accounts because those are part of the Sensitive Financial Reports.
QuickBooks Pro and Premier versions don't have advanced roles that are applicable in QuickBooks Enterprise (QBES). This allows you to customize roles that let users do certain tasks. You can check out this article for more information: Create and manage roles in QuickBooks Desktop Enterprise.
