I was able to change Quote to Estimate on the form by switching to the old form and selecting custom form styles, but I am unable to create new estimates and it is not updated on the estimates that were created. Custom form styles is not available when if I select "try the new estimates". In my industry clients submit a Request for Quote (RFQ). This is a standard business practice and I'm a little surprised the only form available for this purpose is an Estimate. Is there a way to propose this change in the community where community members can up vote product changes so it can be included in the roadmap for future product updates?

I appreciate you for sharing your thoughts about estimates. You'll want to send your feedback to our Product Development team. This way, they can review your suggestion and might consider implementing it in future updates.
In the meantime, you'll want to utilize a third-party app that lets you change your estimate to quote. Simply hover to the Apps menu in your QuickBooks Online (QBO) account and look for an app from there.

I was finally able to figure this out by following the directions at Re: Can you change Estimate to show Quote in quick... (intuit.com)
First, I had to go into an "Estimate" and select "Old Layout" in the top right corner.
Then I followed the directions in the link above.
Once that was complete, I saw that "Estimate" was no longer an option in the Sales drop down menu.
To find the Quote form (Still called Estimate) I selected "All Sales" in the Sales drop down menu
Then I found "Estimate" in the New Transactions drop down menu
At the bottom of that form, I selected the "Customize" link and chose the template I had modified from the list
Then I selected "Print or Preview" and was able to see the new template was applied
I was also able to see the Quote template when I selected Save and Send.

How do you change the default email envelope so that it is consistent with "Quote" and doesn't say "Estimate"
Both the subject and the body still use the term "Estimate" and there doesn't seem to be an option to edit that.

When recording your estimate, let's ensure that the correct template is selected from the Customize button to guarantee that Quote is reflected instead of Estimate.
Once you create a quote, it'll still show as an Estimate. No worries, when you print or send the transaction, you'll be able to see the "Quote" label on it. You can check out the screenshot below for reference.
However, if the form still says estimate, I recommend replicating the steps through a private window to narrow down the result. This will free up the storage without deleting your app's documents and data. If it works on a private window, then clear your original browser's cache.

When I search for "Custom Form Styles" in the search box, it shows a result "Jump to Custom Form Styles" but when I click on that, I get an error page "Sorry, we can't find the page you requested." Has this functionality been discontinued or moved somewhere else? Do I need special permissions to access it?

Yes, I can confirm that this feature is still available in QuickBooks Online (QBO). However, due to certain technical and browser issues, it can hide some buttons or affect how QBO performs.

If the option still won't show on your end, you can try logging in to your QBO account using a private browser as it ignores websites from using cookies and doesn’t record any history and data. You can use either of these shortcut keys on your keyboard to access incognito mode:
Once the custom form style option shows in the private window, return to your regular browser and clear your cache. Accumulated cache and cookies in the system can become outdated or corrupted, leading to unexpected behaviors. You can also switch to other installed supported browsers as an alternative.

But I get "We're sorry, we can't find the page you requested."
I can see a possible reason why you're unable to direct yourself to the custom form style page, @Epicore Accounting. The snapshot you've added has also helped me determine the leading cause of the error you've received.
The steps outlined by my peers in this thread should get you to the list of form styles and enable you to create a new one. However, based on your snapshot, the error appears when you only have limited access to the company file you're trying to manage. Thus, the error you've got upon accessing the link you've shared to your post pertains that you'll need to reach out to the company's master admin to either grant you access to manage and customize form styles or let them make the changes according to your business preferences.
