QBO does not have sales orders, you have to use an estimate instead

What about quickbooks online plus? I see it can track inventory? so I would assume it could do sales orders?

Yes, using QuickBooks Online Plus can track inventory. This will help you to stay on top of whay you have in stock so that you can ensure you can fulfill pending or upcoming customer orders. However, as mentioned above QuickBooks Online (QBO) doesn't have a Sales Order option. You can create an Estimate as a replacement and later on, convert into invoices. Both are non-posting transactions and will not be included in the Profit & Loss report.
Sales Orders help you record sales of products & services your customer orders. It then allows you to keep track of multiple orders & then combine them on a single invoice. On the other hand, an Estimate is a proposal for something for a specific price that you can be turned into an invoice.
You also have the option to rename the transaction form from Estimate to Sales Order. To do this, I suggest customizing the form names. This way, you can create an Estimate but your customer will receive as Sales Order.

This is not acceptable the whole purpose of sales orders is to at least post to inventory so I can know what is coming in and going out. Very disappointed this is a basic business function. Shame on you for not providing.
Can you let me know why QBO would not have a sales order option? That is such a critical component of selling I just can't fathom why QB does not see how a Sales Order is critical and not having one makes this option completely useless?
Why would I want to do that??? QBO should have it. It is one of the most BASIC aspects of manufacturing. I shouldn't have to pay someone else to do their job.
Does Estimates provide partial invoicing?

Instead of Estimates, you can send progress invoicing. This lets you split an estimate into as many invoices as you need. Here's how to turn it on:
Afterwards, you'll have to create a progress invoice template. From there, you're good to create an estimate.
