Gear > Attachments
Select the receipts you need to print.
Click on printer icon, save to a PDF.
You can also use Batch action to Export the attachment images.
If you find that you need to add a few images to QBO to complete your receipts for the year, you can add attachments from this same screen, click the Attachments icon (the paperclip) just under <All lists.

I've selected only the attachments that I want to print, but the print button creates a document with thumbnail images and ALL expenses, even the ones without a checkmark. Is this feature not working correctly?

Usually, clicking on the Printer icon allows you to print the whole Attachment page. It includes all of your images marked or not.
The selection option beside the Thumbnail column is for Batch actions purposes. It allows you to Export, Create invoice, or Create expense. I'm adding this screenshot as your visual reference.
As a workaround, you can download the attachment, save it to your file, then print it. Or,
