The steps provided by my colleague Ryan are for QuickBooks Online. While I'm unable to pull up an account here in the Community Forum, you can take a screenshot of your account. This way, I'll be able to check which QuickBooks plan you have.

I'll hop on to this thread and help you reactivate your contractor in QuickBooks.
I see that you're using the standalone payroll service. You were actually on the right page to reactivate your contractors. All you need to do is to set your view to Inactive or All. I'll show the steps below:
When you've reactivated your contractor, you can start paying them in QuickBooks.

I have no access to my inactive contractors at all. Could it be because they are all inactive right now?
This is what I see on my Contractor's page -- there's nothing to click or manipulate at all.

There are times that your browser is full of frequently-accessed page resources, thus causing websites, like QuickBooks Online (QBO) to act weirdly. This can be the reason why your contractors list.
Let's consider accessing the website and logging into your account using a private browser so we can isolate this issue. To do so:
If this works, you can clear your regular browser's cache so the system can start fresh. But if you get the same results while using a private browser, use a different browser app to roll out the possibility of a browser-related issue.

Nope, it's not a browser issue. I've gone incognito, cleared cache, and tried another browser. Still nothing.
I think the issue is that I've inactivated all of my contractors, possibly?

I added a fake contractor in order to populate the contractor list (with only the fake contractor as active). Then the drop down menu magically appeared. Then you can select the "inactives" from the drop-down menu. Just terrible. Absolute doo doo. This should not have to be this difficult.
