Thanks for being part of the Online Community. I’d be glad to clarify why you’re unable to see the Budget’s Action drop-down.
This can happen when your computer's browser’s zoom setting has been changed. You can use the zoom in function to see the entire page of your QBO account.
For the detailed process, follow the steps below.

Aside from adjusting the browser’s settings, you can also change the computer’s display set up. Take a look at this article for the detailed steps and going directly to the computer's display settings section: Unable to see the entire page in QBO.

:Tried this - it doesnt matter what size the screen is zoomed too the only way to see the Action column is if you use the bottom scroll, which is a pain when your inputting a lot of figures cos you have to do this after every transaction

Since the zoom functions doesn't work, I suggest logging in QuickBooks via a private browser to see if we get the same result. Private browsing doesn't store local files or cache.
Use these keyboard shortcuts based on the browser you're using.
For Internet Explorer of Firefox, press Ctrl + Shift + P.
For Chrome, press Ctrl + Shift + N.
For Safari, hold down Command + Shift + N.
If it works in incognito, clear the cache of your regular browser. Doing this helps QBO to function more efficiently. You can check out this article that will provide more information: Clear my browser cache and temporary Internet files.
If does't work, I suggest using supported browser as alternative.
