You can turn on the Allow time to be billable in the Account and Settings, Nathan. I'd be happy to help you through the steps to make this change.
The Time menu in your dashboard that says Check out pricing will open if you want to upgrade and integrate into QuickBooks Time. Since you want to enter time and billable hours, you can turn on this first in the Account and Settings. I'd guide you on how:

Thanks for your response. I had already enabled that. Here's my issue in a bit more detail:
I signed up for Plus.
If you go here https://quickbooks.intuit.com/oa/get-quickbooks/ you're shown a table of features. Under Plus, it lists "Enter Time". If you click on Enter Time on the left dropdown it shows you a video of that feature. That feature is what I want to access. It's one of the things that sold me on Plus.
"Time Sheets" aren't listed anywhere. The menu doesn't even look the same.
