For anyone that's experiencing this issue, I chatted with QuickBooks Support and she did a screen share with me. She told me to try the "old version" of the invoice. (There was a button for this above the top right of the invoice). I switched to the old version, and checked in settings that my progress invoicing was still showing as "ON". Then I went and tried converting an estimate to an invoice and with the old version, there's a field in the middle of each line item in which a dollar amount or percentage can be selected to create an invoice line item that is not 100% of the estimate's line item. This was what I needed. The Support rep didn't have an answer as to why the new version wasn't working correctly, but at least now I can create a 50% progress invoice from my estimate... (using the "old version" of QuickBooks Online Invoicing).

Progress invoicing is supported in QuickBooks Online Simple Start. Let's perform some basic troubleshooting procedures to verify if this is a browser issue. When a cache is kept for a long time, it can cause the browser to behave strangely.
To start with, open your QBO company using an incognito page. Check out these keyboard shortcuts to open it:
Once done turn on the progress invoicing feature then you'll have to clear your regular browser cache. This will prevent unusual behavior in the browser.

Hi Abegail. Thanks so much for replying... I'm glad to read that progress invoicing is supported in QBO Simple Start!
I've followed the steps you've recommended regarding clearing my browser and that hasn't solved my situation: 1) I've gone into Account and Settings and turned "On" the Progress Invoicing feature, Saved my changes, then hit Done. (I've even gone back in and verified that Progress Invoicing still says "On".)
2) I've gone to my Estimate, clicked Convert to Invoice and I don't get the screen that asks what % or Amount do I want to use for this Invoice, I just get an Invoice at 100% of the Estimate's value.
3) Then when I go back to Account and Settings, Progress Invoicing is "Off" again.
I'm not sure why that's happening. Do you have any other suggestions as we troubleshoot the issue? It must be something besides the browser cache subject?

This is happening to me! I turn on but after a while it turns off and I can't do the partial invoice. I can't be doing the old version all the time. So frustating!
