Does anyone know what QB's Desktop error code C = 10000 means? I get it when running a memorized report in QB's desktop.
I also just received this exact error for the first time today. I was trying to run an employee report.

I'm having this error as well, its popping up after every action during payroll

Our product engineers already resolved this issue and marked the investigation as closed. You'll have to update your QuickBooks Desktop to the latest release to get this fixed. Let me guide you how.
I also suggest downloading the latest payroll tax table to stay compliant with paycheck calculations.
