I've also replicated your concern. Then, I was able to delete and recreate the invoice without any issues. The unexpected behavior can be caused by too much cache. Let me help you resolve this.
We'll start by logging into your account through a private browser. It's the best place to identify web issues. These are the shortcut keys:
If you can create an invoice successfully using the private browsing session, go back to your regular browser and clear its cache to refresh the program. We advise our users to delete them periodically.
Also, you can use a different browser to narrow down the issue.

This reply makes sense but unfortunalely it did not solve my problem. Can’t get rid of “billed” on tasks from the deleted invoice. Tried clearing the cashe and using firefox and chrome. Any other ideas?

Currently, a time entry will retain its BILLED status even after deleting its invoice. What we can do is delete and recreate it.
