When processing bank transfers with a maximum of $10 per transaction, QuickBooks will charge 1% for every ACH payment process. That's the reason why you're getting charged for that particular rate.
The fee covers the operational expenses of transmitting the data to the ACH Network and reconciling the payments to customers. Here are other factors that are included in the calculation of your processing fees:
• the average size of the transaction
• the volume of transactions submitted by the company
• processed the same day
• financial institution

This isn't resolved because I am paying more than the max $10 fee when someone pays via ACH.

You can reach our Payments team to check your account in a secure environment and trace these charges. You can reach them by going to the Help icon at the top right of your QuickBooks Online (QBO) account.
