The Mark as paid option is located under the Schedule payment drop-down arrow in line with a Bill transaction in the Expenses menu. You can also see this option beside Schedule online payment when you open a Bill transaction (see screenshots for reference).
If you still can't see the option, let's perform some browser troubleshooting steps to fix your issue. Please refer to the steps below:
First, access your QuickBooks Online account in a private window. This allows the program to run without storing cache or cookies that might cause some problems when running Intuit sites.
To generate a private window, please follow the keyboard shortcuts below:
Once you're signed in, go to the Expenses menu and click the Schedule payment drop-down.
If this works, go back to the regular browser and clear the cache. This will refresh the background process of your browser settings. But, if the same thing happens, use another supported browser.

It's not there for us either. I see it on the main Vendor page but if you click it it puts every single bill in the payment. We only want to select it on one bill. In the Expense view we have when going to a specific vendor Actions now only say View/Edit or Delete nothing else. Not sure why this changed.
