How do I get the new WA Cares tax to show up in the pay liabilities tab as the other taxes do?

Typically after a new tax is created it won't show up in the liabilities section of the payroll center until a payment schedule is created for it.
Do you see something that looks like this?
If so, click the Go to... link to create a schedule.
Otherwise, click the Manage Payment Methods link at the bottom of the Pay Liabilities tab under the Other Activities section.

No I do not.
No I do not. I am fairly new to QuickBooks, but it does not show that message.
That's odd as it usually does whenever there are taxes that have been used that don't show up there to pay.
Is there another way to go get to the go to schedule liabilities?

Since you're not seeing your Go to Schedule Payments option in the Payroll Center, I'd initially recommend confirming you're up-to-date with your product's latest release. You'll also want to confirm you have the latest tax table update.
If it's still not showing up after confirming you're up-to-date with the latest releases, you can use your Verify Data utility. This identifies known issues within company files and informs users if their Rebuild Data tool needs to be utilized afterwards.
Here's how it's used:
In the event its results show a "Your data has lost integrity," message, this indicates there's damage in your file. You can use the Rebuild Data utility to fix it. For specific errors, there may already be a resource for them on our support site.
If it displays a "QuickBooks detected no problems with your data," notification, or you've searched our help articles and didn't find any existing resources about the specific error it displayed, you can move on to troubleshooting with our QuickBooks Tool Hub.

Just like @Big Red Consulting mentioned, the WA Care tax won't show up in the Payroll Liabilities if the payment schedule isn't set up. You can follow the steps below on how to set up the schedule:
However, if you already set up the payment schedule and the tax doesn't show in the Payroll Liabilities tab, it might be that the payroll item was posted in the wrong account. To confirm this, let's run the Payroll Item Listing report. If it was posted in the wrong account, edit the payroll item and place it in the correct one.
Moreover, if you use QuickBooks Desktop Payroll Assisted, we pay and file your taxes and forms for you.
