May I know if you excluded the transactions or just deleted them? I'm asking this because there's a difference between the two in QuickBooks Online (QBO).
Once a downloaded transactions are excluded, QBO will stop the bank from bringing them into the bank feed again. If you just deleted them, the system will recognize the transactions are not accounted for and will download them again from the bank.
If excluded the transactions and they're still showing, let's sign in to your QBO using a private browser (incognito). This will help us check if the browser is already full of frequently accessed page resources (cache and cookies), causing this unusual response.
Here's how:
If everything looks good, return to your default browser and perform a clear cache to refresh the system. However, if the issue persists, try using other supported browsers.
