You're correct that there's not a way to merge licenses, but if you can share more about your setup and what you're trying to accomplish, I may be able to assist in finding you a solution.
However, if you're trying to combine reports from two company data files, QuickBooks Desktop Enterprise has a built-in feature that allows you to merge reports from multiple company files.
But if you're using other QuickBooks Desktop versions, you can use third-party software to combine company files.

I originally had 1 license with 3 users back in 2017. In June of 2020 I bought 2 software boxes, so 2 separate licenses and downloaded the new software and continue working fine. Just recently my multiuser stopped working with one of my companies, I have 4, so I learned that what I really needed was 1 licensee with 2 users. When calling QB customer service I been told that I need to buy the 2021 upgrade, and that my licenses cannot be merged...
I have a server that holds the main company files and my employee's computers access the server when using QB, so no duplicates are being created.
What can I do with what I have? I already paid for 2 licenses back in June, but they are not working together, I cannot pay for another user to be added...

Here are the reasons why QuickBooks multi-user mode is not working:
To resolve this Heres how:
1.Check the folder permissions on your server computer, so we can make sure that the folder holding your company files has permission to be on your network.
2.Make sure that the QuickBooks Database Server Manager is installed on your server computer. This way, your company files will be shared with other computers over your network.
3. Set the Windows admin rights. This will let you change your firewall settings and folder permissions.
4. Scan your folder using the Database Server Manager to access your file over the network.

How did you contact Support? Afaik, Support is able to merge any license of the same recent version and edition (2018-2021) as long as you can still access the CAMPS as the Primary Admin of all licenses.
Can multiple CAMPs accounts be merged? The option of claim account so that CAMPs accounts with the same email are merged is not working. As listed on the link below:
Based on our experiences, we can transfer licenses between CAMPS accounts as long as we can log in as Primary Admin.
