I'll guide you through downgrading your QuickBooks Online (QBO) account.
Before you go through the downgrade process, please consider all options and stoppers. Here are the potential interrupters and stoppers to the downgrade process:
If you want to go back to your previous subscription/plan you'll need to wait 24 hours before you can upgrade again.
If you've decided to downgrade, you can follow these steps:
If the Downgrade link is unavailable on the Billing and Subscription tab, you can select the Cancel button and you'll be presented with an option to downgrade.

Systems did not let me downgrade from QB Plus to Essential or Simple Start, because of that I had to cancel my QB subscription and now I am looking at another simpler cloud solution for my accounting need. It is a shame really because I would have remained a customer if I could have downgraded but instead I am forced to go to a competitor.

If the steps to downgrade subscription won’t work out, we would recommend doing it again on a private browser. If it works fine on that window, you can clear your browser’s cache or switch to a different one.

I tried re-subscribe link but that does not let me choose a downgrade option either.
I can only re-subscribe at the QB Plus level, that is absolutely not what I want.
I will try to contact support on Monday.
If they can help me with downgrading that is good.
If it is not possible then I am done with QB...

I cannot express my disgust with QB. Got stuck in the Advanced hell loop and have wasted 4.5 hours on the phone with tech support and still did not get downgraded. What a scam! What a sham!! Have been a customer for five years and am beyond furious. Seeing all of the threads about this issue it is a massive problem and they are ignoring it. May 29, 2019
Then they want one of their lowest tier workers to have remote access to "fix" the issue, it is clearly a server side javascript issue that hasn't been fixed now for at least 2 months.
Fix your [removed], or class action lawsuit for not being able to downgrade.

Allow me to step in and provide some updates about downgrading QuickBooks subscriptions.
I've checked our investigation list to verify if there's an on-going issue about downgrading the service in QuickBooks, but we have no reports of any. If you've already followed the steps provided by my colleague @ReaM and the same thing happens, I recommend contacting our QuickBooks Online Support Team.
They have additional tools to pull up your account and downgrade your subscription. They can also create a new investigation for this issue and once it has been open, you’ll be receiving an email notification about the updates and progress of the investigation.

Its funny that I was told I can not downgrade at all. I have been paying for the service I dont have any use for the last 2 years just because I could not downgrade. What a shame!
Figured it out, I think. I had the same problem. I was on an annual plan. I clicked, "Switch to Monthly Billing". Once this was done, I clicked "Cancel" subscription, I was presented with the "Change My Plan" option where you can downgrade. I also spend hours on the phone with Intuit, and had to discover this on my own. Hope it helps.
TEAM MEMBER REAM's response should NOT be at the top of this thread and should be deleted. If the downgrade option isn't showing, clicking cancel to get those options DOES NOT work, it cancels your account. THATS IT. Then you have to be swapped to 3 different departments to try to reinstate your account, without paying for the subscription that was already paid for. Each member responded with a OH NO NO that is NOT how that is done. One member did apologize for the false information. They then said well if downgrade isnt an option on any methods speculated about in this thread to call QB support. IT SHOULDNT BE THAT HARD TO DO SOMETHING SO SIMPLE, ALL OUT OF GREED...Hoping we'll say forget it, I won't downgrade right now cause I don't have the time to wait on the phone for a call for something so simple.
OK. Well my experience with quickbooks is very similar. I purchased QB2019 Pro a year ago. I am working on my taxes and QB logs me out. I can't get back in because it says I need to update my credit card information even though my subscription does not expire for a whole year (2021). So I update it, still can't login. Contact support, they want to charge me for a whole new subscription (Wow - thats great customer service - NOT). I spoen one hour and 15 min, because the agent is doing research. Then asks Will you approve the transaction if I process your card, NO. And we repeat the cycle. I told him to escalate it. Supposed to get a call from a supervisor to figure this out. I have to prove my purchase receipt (I purchased from Staples and have online receipt).
We shall see how this turns out. Yet. I am now 2 weeks stalled with taxes because of this. BTW- contacting support is a very, very painful process...
Oh yes. When I asked about downgrading my qbw file because I have 2016 version of quickbooks, I was told I could not.

As of the moment, there isn't an option to downgrade your version of QuickBooks Desktop. This is to ensure you'll be able to use any of the online services such as running your payroll and paying your taxes. Alternatively, you can visit your desktop account and subscription via the CAMPS website and update your credit card information from there. Here's an article for your reference: What is CAMPs and how do I use it?

Well, I am at 5 hours and still waiting for Quickbooks supervisor to call and get me squared. QB Support is horrible
Still waiting . I have contacted QB Support a second time today since I have not received a phone call.
This is pathetic. No excuse for such poor service, especially when a customer can't access their QB...I purchased support with my original purchase....This is horrible support .

Currently, the option to downgrade your QuickBooks Desktop Enterprise is unavailable. Since you don't want to cancel your subscription, I suggest contacting our QuickBooks Desktop Customer Care team. They have the tools to verify your account and check with them about downgrading the number of users in your subscription.
