Thanks for the reply. Unfortunately, there is no option to "View Payment History" link to click on when I go to the Subscription and Billing page. Any other ideas?

It could be that you're not logged in as the Primary Admin. Also, if you're trying to view your billing history, know that the billing history displays the last six months' bills and that billing statements are visible the day after the billing date - not the same day.
Moreover, if you signed in as an Accountant user, you won't be able to download the billing Portable Document Format (PDF) file for a client who pays for their subscription.
If you're unable to view your payment history or receipt, you can check your email for any available confirmation or messages about your payment history. Emails from the billing system are usually sent to the registered email address.

How do I know if I am logged in as the Primary Admin? I can see my credit card information which was used for our most recent annual subscription payment so wouldn’t that mean I am logged in as the Primary Admin?

In QuickBooks Online (QBO), by default, the primary admin is the person who initially set up the account. Seeing your credit card information doesn't automatically mean you're logged in as primary admin since it's also possible to add a company admin, which means they can access every part of the QuickBooks account. They can do everything the primary admin can except edit or remove the primary admin's access.

I followed the steps in your email and I am the primary admin on our account. What other recommendations do you have when it comes to me accessing my Quickbooks receipt since it is not available in my primary admin account? At this point, I would prefer you email it to me so we don't need to waste more time going back and forth since we are not making any progress.
