Hello, Rich. I want to assist you in resolving the issue you're facing in QuickBooks Online (QBO) and ensure you can successfully delete a user.
Before we start, let's ensure that you have the appropriate access to take action. In QuickBooks Online, only the master admin has the highest level of permissions to manage user profiles and handle all user-related tasks and administrative responsibilities.
If you already have this access, let's perform some troubleshooting steps to fix this. Sometimes, browser caches can become filled with frequently accessed page resources, leading to errors or unexpected responses. To resolve this issue, let's attempt to access your account using a different browser or by enabling private browsing mode. You can use either of the following shortcut keys:
After logging in successfully, let's try managing users again and confirm their settings. If you can view and delete users, you can switch back to your regular browser and clear its cache. This will enhance the speed of future transactions in QuickBooks Online. Alternatively, you can also consider using other compatible browsers as an alternative solution.
I've also attached some articles you can refer to for your future guidance and detailed steps in managing users:

Note that my role is Primary admin. I do not know about Master admin.
I use Mozilla Firefox. In Private browsing, there is no change: same error when deleting user, same busy icon when displaying Role in Edit User.
Using Chrome in Incognito mode, same behavior.
In Firefox, I deleted all Intuit cookies, quit Firefox, restarted and logged into Quickbooks. Same behavior.
In Firefox, I turned off Enhanced Tracking Protection for intuit.com and app.qbo.intuit.com . Quit Firefox, restarted, same behavior.
Very frustrating.

I had this happen to me. In my case, I tried editing the user which I could not delete and discovered that the user had an email address saved in their first name field which was an invalid text for that field. Once I fixed the first name of the user to a valid name and saved the user, I was then able to remove that user.
