Internal error 1009 happens when QuickBooks isn't running, no company file is open, and the connection is prevented by an open window. If you haven't performed the resolutions above, I'd recommend doing so to isolate and fix the issue. Here are the following:

I did all steps -QB update, clean install. It's still not working.
I even reached out to 5 different people in the customer support team and they were unable to resolve it. I reached out to Sherlyn, Samuel Anthony & Jayvee through Chat and Jay & one more person via call, none of them were able to resolve it.
QBO to QB Enterprise Solutions 23.0
You are using the trial version for QBD 2023 Enterprise, correct?
Try using the trial version for QBD 2021 Pro to make sure. Contact me in private and we can share the trial code later if required.
I am using the licensed version of QB Enterprise Solutions 23.0.
I had the same problem trying to convert data from QBO to QBD 2022 Enterprise and 2023 Enterprise. QBD 2021 was more reliable.
