One license is equivalent to one account. Since they have separate license, the rest should be invited by the owner of the data file that they need to access. The number of users to be invited will base on the plan type.

If those 4 license codes have the same edition and version (year), you may call and ask Intuit to merge them into 1 license code for 4 user seats.
Regarding multiple users on QB Desktop: Can they access the QB Desktop remotely & individually?
Also, Do different users have to access the desktop at different times or can it be accessed simultaneously?
