I'll share the steps and details on how you can get the migration tool to go back to the Desktop version.
The migration tool can be accessed by changing the URL for QuickBooks Online in your browser.

Let's keep in mind that there will be some data that won't be exported back to QuickBooks Desktop. This article will explain the details of those limitations: Learn how features and data move from QuickBooks Online to QuickBooks Desktop.

Keep in mind, the tool only supports QBO US version. If you are using QBO non-US version, you have to migrate data to QBO US version as the first step. You can also still purchase the one time license for QB Desktop 2021 if required.
In following these steps, I click the "Download QBXML File" on Quickbooks online, and he file automatically downloads. I open the Desktop Migration Tool and browse, to navigate to the file in my downloads. However, when I click Import on the Migration Tool, but then I receive an error that states: The file you selected is not a valid XML. Select another file and try again.

In order to convert your QuickBooks Online file, ensure that QuickBooks Desktop is closed. Internet Explorer's security has to be configured next.
Here's how:
Once done closing Internet Explorer, we can now proceed with running QuickBooks Desktop and Internet Explorer in Administrator Mode. Before doing so, make sure QuickBooks Desktop is installed on your computer.
Here's how to run as Admin:
If you still encounter the error, you can follow these steps below:
1. Open a Sample company, choose a Services-based sample company.
2. Close the company and go back to the No Company Open screen.
3. Click the menu bar Help --> Activate QuickBooks Desktop.
4. Tp the Activate button
5. Close the "We just need to verify your identity to activate" browser window, return to the No Company Open screen.
6. Start the conversion process again with QBO.
