I have snapped a receipt on the IOS app. When I open an expense in Quickbooks, and I click Attach File-> Mobile, and it says there's no documents. When I go through Receipt Management, they show up, but it seems like I should be able to attach it from the Attach File window instead of the extra step. Why?

You can match and attach the uploaded receipt to an existing transaction in QuickBooks Desktop. I'm here to show you how.
Once the receipt has been successfully uploaded in the QuickBooks Desktop mobile app, it'll show on the Receipt Management page. From there, we can attach it to an existing transaction on your register.

QuickBooks Desktop (QBDT) lets you upload and review your receipts from the mobile app. You'll just have to ensure the image is in a PDFs, JPEG, JPG, GIF, or PNG format. This way, the file will show up in the Documents uploaded from mobile window.
Since you've mentioned you snapped the receipts on an IOS app, there's a great chance the image is in HEIC format. To upload it in QBDT, you'll need to convert the image to a compatible format.

Yes, same issue here. They've removed the ability to scan directly into Quickbooks and gave us a mobile app that only half works. I guess that's why we pay those hefty Enterprise subscription fees, to make our lives more difficult. Maybe we'll get something that works in version 23 if we keep our subscription. Thanks Intuit!

Technology is constantly updating, and we believe that using a mobile app is more convenient than using a scanner because mobile devices and apps are the latest trends in the business industry. That's why we've removed the option to scan documents via QuickBooks in newer versions.

My receipt matches but then I get an error when I try to attach that says "receipt attach to transaction failed". I have updated QB so I know that is not the problem.

Honestly, the whole vendor receipt management part of quickbooks is just plain awful. And this is coming from a user of over twenty years. It is so hard to use and just plain clunky. Every receipt with the same amount no matter what the account is should pop up as a potential match. Don't even get me started about how you can't start typing the name of the account number and the account pops up. Why did you not keep that feature? You need to make it easier to navigate as well. I absolutely despise the slow matching you have created. Why don't you actually get a user to show you what you need? This is the worst thing you have created since I've been using Quickbooks. Trash this and start over then Beta test with some of us. There is no way this would have passed if I had tried to use it!
