When deactivating an account (American Express) in QuickBooks Desktop (QBDT), you need to make sure there are no pending transactions and the last connection has been completed. Since your account is already updated, you can re-sort your list to go back to its default order and remove the error message you've encountered. But before doing so, you'll have to make sure you create a backup of your company files.
Once ready, here's how:

When everything is all set, you're able to deactivate your account. Just make sure to add or match any American Express pending transactions. Then, follow the steps below:
I've attached a screenshot below that shows the fifth to seventh steps.
After that, your new transactions won't download. When the lightning bolt disappears beside the account this indicates it's already deactivated.
When you're ready to reactivate your American Express account, kindly refer to this article for the step-by-step guide: Set up bank accounts for Bank Feeds. It provides two ways to connect your account to bank feeds (Direct Connect and Web Connect).
Once reconnected, your new transactions will be downloaded. With this, you'll have to add and match them to keep your account accurate and updated. I'm using quickbooks online having problem completing the connection with PNC Bank. I get a 571 error code, Oauth

I am unable to deactivate the online services. It says I must complete the last online connection. However it will not complete.

I'd like to help and share what I know about bank feeds in QuickBooks.
You'll need to make sure to that all pending transactions for your online banking are completed. After that, you have to re-sort your lists in QuickBooks to completely deactivate the account. I'll show you how.
Also, make sure that you switch to single user mode before you start re-sorting.

i keep getting that error but I can do anything. i can't deactivate account because have to clear the the connection. how do you do that? BTW i am currently on the phone with support for over one hour to fix this on PC not mac.

Hi I found a solution to this issue after trying everything.
I just created new Chart of Account, then I clicked Edit name and put the same name as my account that wasn't able to deactivate. It asked me if I want to merge, I clicked ok. then got warning that Online Services will not work (yes that's what I need). Once accounts are merged, you can set up bank feed again.
The only solution to solve this issue is this:
under "chart of accounts" create new account of the same type (ie credit card) name it Test123, then for the same account click edit and rename to the same account name that you have issues with deactivating bank feed. It will ask you to merge accounts since the 2 accounts have the same name, and you click ok.. it will tell you that online services (bank feed) will be canceled (yes,that is what we need).
then just set up new online service for syncing transactions.
tried this, and the merged account is still connected on mine.
for what quickbooks and their payroll service cost, it has more bugs than a new york hotel mattress

THANK YOU SO MUCH for sharing this solution. Let me clarify that the essence is in the order. Let's say the account with the band feeds that you want to deactivate is called "TEST". When you create a new account with the same type (credit card) but a different name, e.g. "TEST123". What you need to do next is to open up the "TEST" account (the one with band feeds feature that you want to disable), and rename is to "TEST123". Then it will ask you if you want to merge. Click yes, and you will have the merged account WITHOUT the bank feeds. The ORDER matters.
I had bank account that QB Desktop Pro 2021 would not let me disable. It was throwing up
When clicking with mouse (this is the problem!!) on the "deactivate all online banking", it was throwing up all kinds of error messages about EIN being invalid (note: I never entered in the 1st place), user name error having alphanumeric values, etc.
Here's the trick that worked for me:
Instead of clicking with the mouse on "Deactivate online services" radio button, use keyboard TAB key to cycle through the selection until you get to the "Deactivate online services". Use spacebar to toggle the selection and Voila!, it works if you "Save and Close".
