With QuickBooks Online Payroll, we help pay and file your federal and state taxes for you. Once you fully enter your state information, Intuit will file the forms that are required for your company by each state or local tax agency.

I need help! I've spent over 25 hours with QBO migrating from desktop. We have used Paycyle for years. No issues with online payroll.
I successfully set up Federal Taxes and now QBO "back office" is telling me that we are not subject to local taxes. For a fact, I know that we have state payroll taxes (Oregon). That is absolutely bogus. So they cannot pay any oregon state taxes.
Let me share some information about the taxes in Oregon, Ronda.
QuickBooks Online (QBO) is used for recording purposes only. Depending on your subscription to QBO payroll, you can record, process, pay, and file your forms electronically. However, please note that local taxes are paid outside.
Regarding you being subjected to local tax, yes, you are. However, it still depends on the plan that you're currently in.

Based on this picture, QBO Payroll Premium and Elite are the ones that can process the local taxes. This explains why users who are using QBO Payroll Core have to process their local taxes manually outside of QBO. But you don't have to worry since you can use the Payroll Tax Liability to see your local tax liabilities and then record the local tax you've made to balance your report.

QBO didn't file my 3rd qtr payroll taxes for the state, so I'm trying to figure out how to do that manually. The OR state filing form asks for state income tax withholding, statewide transit tax, trite transit district and lane transit district. Where do I find that info on QBO?

If your 3rd quarter didn't file for your local taxes in Oregon, it is possible because of your current subscription. If you are using QuickBooks Online Payroll Core, even though you can set up those local tax filling, QBO doesn't support those. In this case, it will not appear in your Payroll Tax center. To get this information, you can use the Payroll report for the local tax liability amount.
On the other hand, for your statewide transit tax, trite transit district, and lane transit district, you contact your state agency, as they are the best person who can provide you with the details about these matters.
