Before that, make sure there are no open transactions associated with your old or completed projects. If they still have balance or entries involved, you need to move them to another project, sub-customer, or customer first. Then, you can follow the outlined steps below to delete them:
Please know that entries linked with these projects will remain to keep your books intact. Furthermore, they can still be retrieved in case you need adjustments. Just tap the Small gear icon at the right side of the screen and select Show deleted projects, then choose Undelete and mark as in progress/completed or canceled.
You can also go to your Activity feed (Project menu) in QuickBooks Time or TSheets to delete your completed client’s project. However, it can’t be recovered at this time. Here’s how you do it:
Click Delete or select In Progress first, then Delete.

Do you need to move the time entries to another project? The error message will appear if these non-billable time entries are synced from QB Time. Not to worry, you can unapprove and unlock them. This allows you to edit or delete the entry in QB Time.
Here's how:
Once done, head to QB Time and edit the entries.
Finally, go back to QBO and delete the project. You'll also want to check out this article to learn more about managing projects: Projects FAQ.

We definitely want the time to remain with the project for job costing purposes. Is it possible to delete with the time still linked?

Thanks for chiming in on this thread again.
I can see how beneficial this could be to delete a project with the time still linked. However, the system won't allow deletion of anything that is tied to timesheets.
You can send feedback to our Product Developers so they can consider adding this in the near future.

We have alw3ays been able to delete projects with time associated to the project ever since your update you have changed this feature! no one wants completed & inactive jobs to continue to show up on reports!
These steps are not working for this particular client. Please help.

Beforehand, may I know what specific steps don't work on your end? Or is there an error message you've encountered while deleting or editing your projects? Knowing this would help us provide the appropriate solution to your concern.
Moreover, as my colleague has mentioned above, you can delete a project if it has no transactions and no balance owed. If you need to delete an active project with a balance, move the transactions to another project, sub-customer, or customer first. Then you can delete it.
If in case it doesn't let you move transactions to another project, please know that you can't move them to inactive or deleted projects. You'll need to make the deleted project active again to transfer transactions.
