Permissions are not the cause why you cannot delete an adjustment, since you have access to your payroll account. You can delete the adjustment by pressing CTRL+D on the keyboard and clicking OK to confirm.

Excuse me but from what screen are you deleting this line? On Liability Adjustment screen, deleting the line gives error that QB cannot record a blank transaction.
The transaction cannot be deleted from other screens that I can see, such as in the Employee record of transactions.

There is no delete button and CTRL+D does not do anything. Why????

On the Liability Adjustment page, you can find the delete button in the Edit menu, then Delete Liability Adjust. Alternatively, you can press the Ctrl + D buttons on your keyboard. You may refer to the steps shared by my colleague, Kevin_C, for the complete details.
If you're unable to access both, it's most likely a temporary program issue. To resolve this, I recommend updating your QBDT to the latest release. Then, utilize the Verify and Rebuild tool to scan and repair the program for potential damages. Here's how:
