I've been trying to deploy a webconnector to quickbooks premier plus 2021 with webconnector 2.3R000036 on a machine that has the server and client on it and getting the error in the title. After troubleshooting for hours I finally removed both the server and client and just reinstalled the server and the problem went away with webconnector yaay. But this quickbook file needs to be accessible from multiple users and I need this webconnector to run on this machine with the server and the client unfortunately since they don't have another machine and we remote in and do stuff with the webconnector. Is there another way to run the server and client on the machine and not cause this error? Do I really need the server to use multi-user mode?

You don't have to have a server to run multi-user mode. However, you'll need to have a host customer (where the file is stored). As long as it's set up correctly on a client computer, then you shouldn't have any issues.
Moreover, there are some scenarios that can cause for the QuickBooks multi-user mode to not work. The following are some reasons behind it:
You’ll want to make sure that the QuickBooks Database Server is installed on your server computer. Install the same version of the Server Manager as is the QuickBooks version you are using. This way, your company files will be shared with other computers over your network.

So I'm confused. In the beginning of your reply you say you dont need server but then talk about the database server and how you need it. So which is it?
Do I need the database server installed so the company file can be used by multiple users at teh same time or not?

Allow me to share insight on how to fix the error QBWC1013 error connecting to Quickbooks
This problem is typically caused when QuickBooks Web Connector doesn't have permission to open QuickBooks. To fix, delete the connection in Web Connector then recreate it.
Note: Make sure QuickBooks is in a Single User Mode. You logged into QuickBooks as an Admin User. The Admin user has a password since the Web connector will not work properly if the Admin user has no password.

So that is most definitely now the fix for this problem.
1. I was doing exactly that and still got the error.
2. All other QBWC1013 troubleshooting i could find online was not helpful.
3. the logging on this problem is terrible. Can't open quickbooks is fine for the error but there is no reason as to why listed. Intuit needs to log more information to determine why. I only stumbled onto the solution because I ran out of things to try.

Your solutions do not work for error 1013. What is the problem and how is it fixed? Web connector does not have anyhting to do with Direct connect. What is the fix??????????????????????

I struggled with this forever and I think I have a solution. I believe using the troubleshoot button (top right next to view log button, follow the directions to download the troubleshoot app, add it, and run it. I believe this troubleshooter must flag something in the system and everything auto fixed in about 20 minutes. I believe a developer or some automation fixed the server side code and eventually the soap calls worked.
There is literally no other explanation as I could not even remove the application. And it would fail over and over until I ran that troubleshooter. I allowed the troubleshooter to only run when the company file was open. When it prompts you for the password, enter "password" and let it save it. I ran it a few times because it initially did not fix it, but like I said, maybe 15-20 minutes later, everything worked.
